PURPOSE OF THE ASSIGNMENT
Recognizing the ongoing challenges in Uganda's legal and policy environment surrounding the Sexual Reproductive Health and Rights (SRHR), the SRHR Alliance Uganda seeks a comprehensive analysis of existing SRHR policy frameworks. This analysis aims to review, evaluate, and recommend improvements to the legal and policy frameworks governing SRHR, providing actionable insights for advocacy and legislative reform. Given the critical role Members of Parliament (MPs) play in shaping the SRHR landscape, this analysis will also develop strategies for engaging with MPs to drive policy change and SRHR advocacy.
OBJECTIVES OF THE ASSIGNMENT
The objectives of this assignment are to:
- To conduct a comprehensive review of Uganda’s legal and policy frameworks related to SRHR.
- To identify legal and policy gaps, barriers, and opportunities affecting SRHR programming and implementation.
- Provide actionable recommendations to improve SRHR-related policies and advocacy efforts.
- Develop strategies to engage and leverage the influence of MPs for SRHR advocacy and policy reform.
REQUIRED QUALIFICATIONS AND EXPERIENCE
The consultant should possess:
- An advanced degree in Public Policy, Public Health, Law, Population and Reproductive Health, Monitoring and Evaluation, or a related field, with a specialization in SRHR or public health policy.
- Demonstrated experience of 8 years in legal and policy analysis, particularly related to SRHR.
- A strong track record in advocacy and policy reform, preferably with experience on SRHR aspects in a legislative environment.
- Proven research skills with expertise in qualitative and quantitative methodologies.
- Excellent communication and stakeholder management skills.
